NUMBER AND OPERATION is a common core content. Common core content means it touches K-12 students.

The State expected the 4th grade student to use their division and multiplication skill in solving word problem. This is a Pre-Algebra early exposure where the student learn the skill in extracting quantitative relationship from word problem. For example, the quantitative word clue for the problem below is the rule for finding total cost is multiply the number of ticket (t) by $4. It means the student must do multiplication to find the total cost and do vision of the total cost to find the number of ticket. Multiplication and division the student already know how to do it.

Pre-Algebra and Algebra are higher grade level mathematics that teaches student to analyze the question(s) to be answered, look for word clues, number sequence pattern, organize given information, determine how to represent the problem, and identify implicit and explicit assumptions that have been made.

Number and Operation and Algebra skill are needed in coding like in expert system supervised machine learning algorithm using software like MATLAB, Python, R, Javascript, C, and C++. This skill is most likely to be used in Excel spreadsheet or similar spreadsheet software in most business today.
